Comprehensive and easy to follow, our annotations make this book unmatched for discovering New York State legislative intent and purpose.

Budget Parts

Under Governor Cuomo's administration, the NYS Budget is separated into Appropriations (usually Chapters 50 to 54) and Article VII budget bills (usually Chapters 55 to 59). The Article VII bills are organized into different Parts lettered from A to Z and beyond, including double and even triple letters, ie. AA or AAA.

It's a lot, we know. That's why we break down each Article VII bill into each of its Parts. Unlike any other source, our book shows you what each Part deals with and our annotations show you what legislative intent materials are available.

Ask about our unique legislative histories that focus on specific Budget Parts or read about them under Our Services.

Constitutional Amendments & Ballot Proposals

Stay on top of every proposed NYS Constitutional amendment and ballot proposal for the year. Learn the language, the purpose, the outcome, and the legislative intent materials available.

Ask about our proprietary legislative histories on Constitutional amendments and ballot proposals or read about them under
Our Services.

Public Hearings

Legislative public hearings held for that year are listed for you by date and topic of discussion.

Call us to request any transcript or testimony of
any listed hearing at any time.

Indices

Finding what you need is easy.

The main index organizes everything neatly for you by subject, statute, and chapter law amended. Alternatively, our Veto Index does the same with only vetoed bills. Finally, our Approval Memorandum Index lists every Governor's Approval Memorandum by approval number and chapter law number.

New York City legislative intent and purpose at your fingertips.

Each NYC Legislative Annual contains the following:

Local Laws

Local laws enact or amend sections of the NYC Charter and Administrative Code through the legislative process. Typically, the NYC Council will release committee reports and hold hearings on a bill.  When the bill is passed, it is delivered to the Mayor for action. Alternatively, if a bill is passed by the City Council and the Mayor takes no action, the bill becomes law  pursuant to the NYC Charter after 30 days.

Have access to the text of all local laws passed in the year, along with every corresponding explanatory NYC Council Committee Report for quick understanding of the law's intent and purpose.

Ask about our proprietary legislative histories on local laws and Charter amendments or read about them under Our Services.

Annotations

Unique footnotes for every local law, veto, Charter amendment, and Executive Order walk you through the votes, hearing transcripts, testimonies, reports, press releases, agency memoranda, case laws, and news articles involved with your legislation.

Acquire these materials and pair them (or call us to request) with the text and Committee Report(s) to assemble a complete legislative history for your law of interest!

Comprehensive and easy to follow, our annotations make this book pivotal for uncovering New York City legislative intent and purpose.

Rules of the City of NY (RCNY)

Utilize the only cumulative index of proposed and adopted changes to the RCNY for the year. This index organizes these changes by the department, commission, or board with summaries of their amendments to the RCNY, section changes, and City Record citations. Use the citations to obtain the Statement of Basis and Purpose from the respective City Record issue for the intent of the regulation (or call us to request).

The same cumulative RCNY index is found in our NYLS City Reports that are included in our City Membership.

Ask about our unique regulatory histories on RCNY sections or read about them under Our Services.
