We are the only source that includes materials outside of the Governor's veto jacket to provide the complete compilation of legislative intent and purpose.

Though these laws may have been vetoed by the Governor, there are still legislative histories available for them. Much like our NYLS bill jackets, our NYLS veto jackets include extra available materials such as Assembly and Senate debate transcripts, legislative documents, reports, memoranda, hearing transcripts with testimonies, press releases, news articles, and more.

We compile our own legislative histories with resources in our NY Library of Legislative Intent such as Governor's Public Papers, Assembly & Senate debate transcripts, memoranda, press releases, legislative documents, reports, hearing transcripts with testimonies, reports, news articles, and more.

NYS Statute Recodification Supplements

​We are the only source of legislative histories for
​New York State statute recodifications specific to a section of law.

The official Governor's recodification bill jackets are often unlikely to provide you with substantive intent and purpose for your section of interest because they generally explain the reasons behind the statute's recodification.

Our NYLS Statute Recodification Supplements review the draft notes, commentaries, hearings, annotated resources, and related documents to provide the intent and purpose of your specific section of interest.

NYLS Budget Supplements

We are the only source of legislative histories for specific Parts and sections of the New York State Budget.

​Under Governor Cuomo's administration, the Budget is separated into Appropriations (usually Chapters 50 to 54) and Article VII budget bills (usually Chapters 55 to 59). The Article VII bills are organized into different Parts lettered from A to Z and beyond, including double and even triple letters, ie. AA or AAA. The official Governor's bill jacket usually only contains the text, status, voting record, and Message of Necessity if issued.

We extract and excerpt discussions of the specified Part from all reports on the fiscal year's Budget released by the Governor, Assembly, Senate, and Comptroller, creating our NYLS Budget supplements. Each is tailored to illustrate the legislative intent and purpose of a specific Part of such Budget chapter law.  These excerpts are combined with memoranda, press releases, hearing transcripts with testimonies, debate transcripts, and other reports to comprise our exclusive Budget supplement.

​Constitutional History

We are the only source of the complete intent and purpose for a Ballot Proposal or a specific section of the New York State Constitution.

Our NY Library of Legislative Intent contains all the proceedings and debates from the 1821, 1846, 1867, 1894, 1915, 1938, and 1964 Constitutional Conventions, and annotated research guides from authors like Lincoln, Dougherty, Carter, Galie, and more.  These items along with legislative documents and hearing transcripts with testimonies create our Constitutional histories.

NYLS
​Charter History

We are the only source of complete intent and purpose for a General Election or specific section of the NYC Charter.

When changes to the NYC Charter are considered, a Charter Revision Commission is formed.  This Commission is tasked with holding meetings and hearings in every borough and issuing interim and final reports.  Finally, they issue proposals on the ballot for a public referendum (General Election).  
 
Our NYC Charter histories are assembled using the number of transcripts and testimonies obtained from these meetings, as well as relevant excerpts from the reports by the Commission, memoranda, commentaries from advocacy groups, press releases, news articles, and more.

NYLS
​Local Law History

We are the only source of complete intent and purpose for any NYC Local Law that amends the NYC Charter or the NYC Administrative Code. 

Our Local Law histories are comprised of materials submitted to the City Council and the Mayor's Office, including memoranda, press releases, reports, hearing transcripts with testimonies, news articles, and more.

The NYC Charter can be amended through the legislative process by Local Laws. Typically, the NYC Council will release committee reports and hold hearings on a bill.  When the bill is passed, it is delivered to the Mayor for action. Alternatively, if a bill is passed by the City Council and the Mayor takes no action, the bill becomes law  pursuant to the NYC Charter after 30 days.
 
The NYC Administrative Code can be revised by NYS laws and/or NYC local laws.  See our above section on NYLS Governor’s bill jacket for more information on what we provide for the former.

NYCRR & RCNY

We are the only source that supplies regulatory history compilations.

The New York Codes, Rules & Regulations (NYCRR) and the Rules of the City of New York (RCNY) are promulgated by the rulemaking authorities. Our NYCRR and RCNY histories include regulations or rules printed in the State Register and The City Record, respectively. These publications include statements of purpose and intent. We add memoranda, reports, and departmental press releases, when available.

For controversial rules and regulations, we FOIL request hearing transcripts and testimonies.
