With the exceptional legislative collection at our disposal, we pride ourselves on providing the most complete legislative histories geared toward legislative intent and purpose available.
Listed below are descriptions of our various bill jackets:
NEW!When a law or statute is changed by a court decision, we are now adding the respective case law(s).
NYLS Governor's Bill Jacket (1905 & 1921 - Current Year) A legislative history consisting of a Governor's bill jacket augmented with reports, memoranda, debate transcripts, hearing transcripts, press releases, news clippings, and any other relevant materials that illustrate the intent behind the legislation of interest.
NYLS Proprietary Legislative History/Supplement (Prior - 1905, 1906 - 1920, & Current Year) Though there are no official Governor's bill jackets, we compile customized proprietary legislative histories through legislative documents and other materials from our library for the NYS budget and major recodifications.
Governor's budget/recodification bill jackets are typically not helpful. We supply supplements focusing on your particular section/part of interest compiled from Committee reports, elected officials' public papers, hearing transcripts, debates, revisors' notes, hearing transcripts/testimonies, statements, etc.
Many of our clients use NYLS supplements to get specific section intent on law recodificiations (ie. Insurance Law 1939 Chapter 882, Civil Practice Laws & Rules 1962 Chapter 308, & Business Corporation Law 1961 Chapter 855).
NYLS Constitutional Legislative History NYLS is the only source of constitutional histories for New York State! The history includes the text of the amendment, proceedings, journals, records, debates, legislative documents, & hearing transcripts/testimonies.
NYLS New York City Local Law Legislative History A proprietary legislative history compiled from different sources including the Mayor's Office, the New York City Council, hearing transcripts/testimonies, press releases, news articles, reports, & memoranda.
NYLS New York State/City Rules & Regulations A proprietary history compiled from the proposed and final regulatory impact statements from the NYS Register/NY City Record and augmented with reports, memoranda, hearing transcripts/testimonies, departmental press releases, news articles, and any other relevant materials.
